Farming out _any_ part of national security to private contractors is a bad idea. I saw a flattering piece about Musk a couple of years ago, clearly was done by his own organization. It spent a lot of time hyping how brilliant he supposedly is, but of course mentioned none of his flaws. It made a big deal about Musk's early ambition to Save The World and Get Humanity to Other Planets. Apparently in adulthood this has morphed into some sort of either messiah or - in his own view benevolent - dictator complex.
So now Elon Musk could be the next Narcissist Ego Monster running amok. And this time, the U.S. government, Pentagon, and some _sane_ self-made billionaire corporate CEOs will have to pool their knowledge to take him down, because it sounds like each of those power centers alone would have no clue what to do.
They, some of them in each field, may know very well what "needs to be done," but doing it legally (since done illegally has a host of problems, one being THAT IT IS ILLEGAL!) can require exactly the coordination you mention.
That's much tougher and more time-consuming unless General Musk gets whopped up side the head by his own hubris and makes it nearly impossible for them to avoid a scramble to respond. For example, if he starts violating the Neutrality Act of 1794 (seriously enough, some violations are far too picayune to do more than issue warnings) it might do the trick.
It cuts both ways, though, with General Dreedle, I mean, Musk, possibly cooperating illegally with Putin's aggressive Russian invasion, and others helping Ukraine, including traveling there to serve in either combat or as medical support, etc.

Groups of foreign fighters not under direct Ukrainian control are also organizing. Online pages for people interested in joining the fight have tens of thousands of members.
Ukraine’s cause is just, and it is easy to admire Americans who are willing to take up arms in defense of a struggling democracy against authoritarian Russia’s illegal, monstrous, and utterly unwarranted war of aggression.
Americans contemplating joining the war in Ukraine or already there need to know, however, that they risk violating the Neutrality Act, a foreign relations law dating to the nation’s Founding Era. The criminal liability risk mainly pertains if Americans join Ukraine’s forces within U.S. jurisdiction, or organize and launch a private military expedition against Russia while still within the United States.
